Profile

Dr Vogt has a PhD in International Politics from the University of Wales, Aberystwyth. A former Fulbright fellow, he holds a MA in Political Science and International Relations from the University of Delaware. He conducted his undergraduate studies in Political Science, History, and Law at the University of Bonn.

Dr Vogt joined the University of Hong Kong as Assistant Professor in 2011. In 2011 and 2012-2013, Dr Vogt was Programme Director of the European Studies Programme. From 2012-2017, Dr Vogt was the Deputy-Director of the European Union Academic Programme (EUAP) in Hong Kong, an interdisciplinary research and teaching consortium of the University of Hong Kong, Hong Kong Baptist University, and the Chinese University of Hong Kong co-funded by the European Commission. Since June 2017, he is a Director of the Hong Kong Holocaust and Tolerance Centre (HKHTC).

His research expertise is in International Relations with a special emphasis on European diplomacy and European foreign and security policies. His research and publications focus on security challenges facing Europe, European diplomacy since 1945, relations between Western Europe and China, and the role of perceptions, reputations, leadership and organisational capacity in the conduct of European foreign and security policies. He is currently undertaking grant-funded research on the influence of EU regulations on Asian financial centres as well as European efforts to combat money laundering, terrorist financing and organised criminal networks.

He teaches courses on European political systems and the EU, European foreign and security policy, as well as the Holocaust. Dr Vogt is also active in the Common Core Curriculum Global Issues AoI, teaching one course on global governance and another on the role of power, leadership, and legitimacy in the 21st century. Dr Vogt was awarded the Faculty Teaching Excellence Award 2012-2013 and was a fellow at the University of Cambridge (Hughes Hall) in 2017.

Dr Vogt is a regular commentator and contributor on European affairs in the international and Hong Kong media (Bloomberg, Channel News Asia, CNBC, European Voice, Hong Kong Economic Journal, Nikkei Asian Review, South China Morning Post, etc.).
